Job Description

 

The Encore Boston Harbor Assistant Chief Engineer reports directly to the Director of Engineering. The primary responsibilities are to assist the Director of Engineering by providing a high level of oversight for all of our MEP systems including inspecting, evaluating, and monitoring all of equipment, designing and or upgrading our equipment, managing our preventative maintenance programs, overseeing our compliance requirements. It also includes the oversight of all energy used or produced. The Asst. Chief Engineer oversees the Mechanical, Electrical, Environmental needs of our five-star casino, resort, convention, and spa.  Including the daily operations to meet company objectives for electrical, and mechanical equipment maintenance, project planning, and energy management by performing the following duties personally or through subordinates. This includes but is not limited to; the management of the department strategy and ensuring alignment with overall Encore Boston Harbor strategy; maximizing opportunities for departmental and company success; maintaining all Wynn Standards: and ensuring five-star guest experience.

JOB RESPONSIBILITIES:  

  • Oversee Mechanical and Electrical Systems associated with a LEEDS Platinum Certified five-star Casino, Hotel, Spa, Convention, and Restaurants.
  • Assist in managing a state-of-the-art Central Utility Plant “CUP” including but not limited to; emergency diesel generators, gas reciprocating co-generators, battery energy storage system, Carrier electric chillers, Broad hot water absorption chiller, solar production, A/B utility feed, domestic water, sewer, and storm systems.
  • Develops and oversees environmental programs.
  • Identify training requirements; coordinates and provides training.
  • Manages up to date record keeping for all regulatory authorities.
  • Ensures all regulatory guidelines are followed.
  • Manages the hazardous waste program.
  • Manages and completes environmental commitments.
  • Evaluates energy use and designs energy programs that increase efficiency and reduce energy costs.
  • Design or redesign processes, retrofit our buildings and equipment and plan and oversee energy projects.
  • Design Energy Programs that increase energy efficiency, strategies or sustainability programs.
  • Perform audits to evaluate energy use, costs and monitor and analyze energy consumption.
  • Oversees the upkeep, the care and maintenance of all equipment with operations management to facilitate internal efficiency.
  • Contact regulatory authorities and insurance inspectors to manage safety and insurance requirement fulfillment.
  • Purchases parts, equipment, and services to support operations within budget.
  • Utilizes the company provided Preventative Maintenance Software to fully assure machinery remains in optimal condition.
  • Assists with the cleanliness and overall appearance of physical facilities to support operations and protect the company’s assets, as well as manage and develop service center layout as needed
  • Manages utilities consumption and ensure efficient boiler operation.
  • Leads service center safety program including ensuring all safety regulatory policies and procedures are implemented and maintained and managing insurance requirements for equipment and facilities.
  • Oversees the Installation and maintains service center machinery to support efficient operations
  • Suggests designs, developments and testing and/or sources and cost-justifies various tools, machinery and equipment for recommended manufacturing methods
  • Collects technical data such as qualification test procedures, acceptance test procedures, reports, component maintenance manuals, etc.
  • Follows and enforces exposure control procedures within the service center, especially concerning maintenance in the soil sort and wash areas

  • Ensures all Encore Boston Harbor core values and property and department standards are implemented and applied.
  • Manages short-and long-term departmental goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness; effects changes required for improvement.  Identifies key drivers of success.
  • Manages the departmental performance, and the accuracy, confidentiality, and thoroughness of departmental policies and procedures, records and reports.
  • Monitors all activities of the department to ensure that all applicable internal policies, federal and state laws, rules, regulations and controls property wide are enforced. 
  • Ensures department delivers and maintains a maximum level of property-wide service and satisfaction. 
  • Facilitates communication throughout the property by organizing and presiding over regularly scheduled meetings with team members within the department and with other departments as appropriate to ensure property wide communication.
  • Responsible to assist with hiring, performance management, and employee engagement within the department.  Provides training opportunities, constructive and positive feedback to team members within area of responsibility.  Creates a motivating environment.
  • Keeps informed of all new developments within the department and makes recommendations designed to maximize department and company success.
  • Effectively manages internal and external guest relations, which will require levels of patience, tact and diplomacy. Responsible for addressing guest and team member issues as appropriate. 
  • Manages multiple priorities simultaneously and meets deadlines, often in stressful and high-pressure situations.
  • Review and oversee all Resort, and Plant equipment including Electrical, Plumbing, HVAC/R, Kitchen, CUP ETC.
  • Directs the proper water treatment and chemical testing for open and closed loops as well as the spa pools.
  • Responsible for utilities management, including billing leased spaces.
  • Responsible for energy efficiency and electrical reliability operation including CHP plant, battery system, solar and emergency generation.
  • Manages the energy programs and initiatives such as.  ICAP, SMART, AECS, CPEC, and Demand Response.
  • Manages and/or assists in Managing WMP, SPCC, SWPP, GWDP, Hazardous Waste, and air emissions,
  • Must have the ability to promote positive, fair, and ethical relations with all team member, with all Wynn and Encore Boston Harbor contractors, and in all interactions within the Host and Surrounding communities as an ambassador of the Wynn brand.
  • Writes scope of work for electrical, mechanical design based on preliminary review.
  • Prepares engineering studies and schematic design for new systems and analyzes operation of existing systems.
  • Works with code officials and other design professionals when an interpretation or exception to building codes is required.
  • Assigns and reviews work of project design team.
  • Checks progress of work and alerts VP of Construction and Facilities, The Director of Facilities, and the Facility Managers to change of scope or additional services.
  • Coordinates all aspects of project document completion within Wynn Boston Harbor and externally with clients and other design professionals.
  • Prepares or reviews construction budgets based on experience and scope of project.
  • Promotes use of and participates in development of company design and production standards.
  • Works with safety as a priority and follows department and company safety standards.
  • Maintains relevant knowledge of industry through continuing education and training.
  • Performs any other job-related duties as assigned.

 

 

Qualifications

 

JOB REQUIREMENTS:

Age, Gaming and Certifications:

21 years of age or above.

Will be required to obtain and maintain registration, or a license issued by the Massachusetts Gaming Commission.

Massachusetts Trade license preferred. Certified Pool Operator (CPO) preferred

Class A/B Operator (UST) preferred CEM preferred

Education and/or Experience: 

Bachelor’s Degree in engineering or a related field; or equivalent experience required.

Minimum 7 years of engineering experience required; Class A/B UST certification preferred.

40-hour HAZWOPER training preferred.

Hazardous waste manifest signer training preferred.

In depth knowledge of Massachusetts DEP, EPA & OSHA regulations.

 3 years in a leadership role preferred. Successful completion of an apprenticeship, vocational/trade, or college courses required.

Requires strong computer skills and proficiency in Microsoft Office specifically Outlook, Word, Excel, & PowerPoint.

Candidate must have experience with planning and project management.

Must possess outstanding organizational, interpersonal, and administrative skills, as well as excellent attention to detail.

Candidate must have experience with building automation, ALC preferred.

Knowledge of union and non-union working environments preferred.

Language Skills:

Ability to read, analyze, and interpret documents, such as policy and procedure manuals, maintenance instructions, and other related documents.  Ability to respond to common inquiries from other employees or guests. Fluency in English required, second language a plus.  Ability to write detailed instructions and correspondence.  Ability to effectively present information in one-on-one and group situations.

Mathematical Skills & Reasoning Ability:

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
